Before the crown was offered to William and Mary, the Declaration of Rights was drawn up to settle the Constitution and settle the terms of the "Contract between King and People". The Bill was passed by William's first Parliament on October 25th, 1689. The Parliament also passed the Act of Succession.
The Act prohibited any Catholic or person married to a catholic from being the sovereign of England.
It also settled the succession on the heirs of Mary, then to Anne and her heirs, then to the heirs of William by another wife.
