Before the crown was offered to William and Mary, the Declaration of Rights was drawn up to settle the Constitution and settle the terms of the "Contract between King and People". The Bill was passed by William's first Parliament on October 25th, 1689. The Parliament also passed the Act of Succession.

After mention of the illegal acts of King James and the consequent vote of abdication, the Act declared that the sovereign had no right without the authority of Parliament to;

  • Suspend laws
  • Use the dispensing power "as it hath been assumed and axercised of late"
  • Levy money
  • Create commissions and courts for ecclesiastical cases
  • Raise or keep a standing army in time of peace

    Also that the Subject had the right to;

  • Petition the King
  • Have freedom of election to Parliament, which ought to meet frequently
  • Have the freedom of speech in Parliament
  • Be secure from excessive bail, excessive fines and cruel punishment
