The Act replaced the old Hundreds with County Councils and Rural District Councils.
The Act established sixty County Councils in England, the councillors to be elected
by household suffrage and the aldermen to be elected by the councillors.
Corporations of boroughs with over fifty thausand inhabitants became borough councils
and were to act independently of the county.
London was treated as a special case and, while established for administrative
purposes as a seperate county, the City of London retained its own rights and
continued to be governed by the Corporation. The London police were to remain subject
directly to the Home Office.
The councils elected by the ratepayers were to discharge those duties which had
previously been the province of Magistrates appointed by the Lords Lieutenant of the
counties; the management of the roads, bridges and drains as well as more general
business of the county.
Control of the police in the county was vested in a committee created for the purpose
and consisting of councillors and magistrates.
The quarter sessions of magistrates retained their judicial powers.
In 1889 the Act was extended to Scotland.
